Icon groups are not updated after changes

Description
If user adds or removes icons or icon groups, changes will be applied only after re-opening the map. This is the reason for the exceptions generation.

OnDataChange event IconSet is refreshed and OnContextMenu open icons MenuItem is rebuild.
